Fellow - Environmental Risk Management Research Program
Established by the United States Congress in 1960 to promote mutual
understanding and cooperation among the governments and peoples of the
Asia-Pacific region including the United States, the East-West Center seeks
to foster the development of an Asia-Pacific community through cooperative
study, training, and research. Center activities focus on the promotion of
shared regional values and the building of regional agencies and
arrangements; the promotion of economic growth with equity, stability, and
sustainability; and the management and resolution of critical regional as
well as common national-level political, economic, and social problems.
Issues addressed at the Center must have direct relevance for
US-Asia-Pacific understanding and relations.
The Fellow will conduct theoretical and applied research in areas related to
scientific, policy and institutional issues of environmental and hazards
risk management in the Asia Pacific. Issues examined include impacts of
environmental variability and change on human welfare, the capacity of human
societies to respond to change, and options of enhancing the resilience of
governments, communities, businesses, and natural resources in the Asia
Pacific region. Topics of interest include ecological, economic, and human
health/welfare consequences of changes in climate, atmospheric pollution,
biodiversity, land use/cover; and the availability/ quality of freshwater.
Additional topics include roles of institutions and information systems in
improving the region's environmental risk management capabilities; the state
of crucial natural resources (water, land, forests, biological reserves);
and the risks due to natural hazards, emerging diseases, and food
insecurity.
Candidates must have a demonstrated capacity in analytical and
policy-relevant research in an area of environmental risk management with an
emphasis on the Asia Pacific region that is either complementary to the
above areas or expands the scope of the program. The successful candidate
must have a Ph.D. or equivalent in a relevant discipline (a Master's degree
and ten years relevant research experience is considered as equivalent to
the PhD) and a strong interest in the Asia Pacific region (including the
United States); capacity to lead international teams in collaborative,
interdisciplinary projects; and good communication skills in the English
language demonstrating the ability to communicate results and
recommendations in a clear and concise manner to academic as well as
informed policy, public, and private-sector audiences. Candidates who wish
to be considered for a position at Levels 12 or 13 must demonstrate a record
of success in obtaining funding for research projects.
Desired qualifications include experience with academic, research, and
policy communities in the Asia Pacific region; quantitative skills in formal
risk assessment methods, spatial statistics, remote sensing, econometrics,
epidemiology, and/or other advanced risk tools; demonstrated experience in
publication, workshop organization, proposal development and implementation;
experience with environmental management and/or risk management programs;
and fluency in an Asia-Pacific language.
Initial appointment would be for a period of three years. Salary is
commensurate with qualifications and experience and includes an attractive
benefits package. Annual salary (including a cost-of-living allowance
currently at 25%, but subject to change) is as follows:
Level 11 (for new or recent PhDs) starting at c. $58,000.
Level 12 (for PhD plus four or more years of post-PhD experience) starting
at c. $70,000.
Level 13 (for PhD plus eight or more years of post-PhD experience) starting
at c. $83,000.
